Should the state government regulate the artificial intelligence industry?

AI is affecting all aspects of our life and AI is advancing far more rapidly than laws needed to regulate it.  Since the Federal government has no interest in this the State must act.  

It is shocking how far behind the HI legislature is in addressing this technical issue.  High impact areas such as credit worthiness, law enforcement, employment, education and especially medical care need strict guardrails often requiring a human in the loop.  Further, misuse of personal information may constitute a violation of the 4th  amendment requiring us to place strict limits on how AI systems are trained and used by corporations and government. Here is just one example:  

People have a right to timely medical care, data privacy and transparent coverage decisions in both human and AI care authorization. Yet AI is being widely used to deny medical claims and to deny prior authorization for procedures.  People have died because of this.  

As a ranking member of the House Committee on Health,  I introduced  HB2537 PBOR TRUST,  (Patients Bill of Rights: Transparency, Rights, and Universal Standards for Treatment) to modernize and protect the outdated 1999 patients’ bill of rights.   I work with a team of over 100 doctors across the state that agree we must do this yet my bill was not even considered for a hearing by the Health Committee.  How long will we wait when our very lives and privacy are at stake?  This must be addressed with no further delay.
